Yesterday the Federal Election Commission ruled that Swift Boat Veterans for Truth, the League of Conservation Voters, and MoveOn.org’s Voter Fund violated FEC rules and were not 527s as they claimed, but were groups that:

…advocated for or against specific candidates and thus could be regulated under the federal campaign finance laws.

My question is, why did it take two and a half years to come to this ruling? If election rules are going to actually be followed then you have to do to violators than fine them years later.
