Did the University use the alert system?

The Tribune, as Tim cites below, claims that the University didn’t use the cAlert system until 9 hours after the shooting. But, is that true?I got a campus wide email at 10:55am, which is about 9 hours after the shooting.But a campus wide email is very different the cAlert system. The cAlert system is suppose to actually call people and alert them. Not send them an email to read at their leisure. At least, that is my impression. Maybe the cAlert system emailing worked, but calling didn’t. I’m not sure. Did anyone get alerted in any way other than email?
